The hydra. Cut off a head, 2 more appear. Heracles solved that. He got his nephew to cauterize each stump as he cut each head. The final head was cut and placed under a huge rock. Heracles dipped his arrowheads in the poisonous blood.
Terrorists? Go after the heads. Use their poisonous politics/tactics against them.
